I am thinking of making a DMR setup on a GBBR as it is not done very often. Any advice on which base m4 would be the best? I was debating between the WE and the KJW.

Haha! Despite how appealing that might seem I have always despised the m14 design. Its design looks like a melting rifle to me if you know what i mean lol. Thanks though! I am trying to stick to the m4/m16 rout.

What ever rifle you get, you are going to have to do a ton of work to it.

I had a we M4 that I used as a DMR, and to be honest it was quite fun. The base rifle was $350, and then all the upgrades was far more than that. And that doesn't include the mags, optics, pods and things like that.

Was the WE easy to mod? Can it take aeg externals and are parts accessible?

Ok that's good! Ra-tech seems to take care of all the internal issues and upgrades. It seems like alot of the WE m4/m16 style gbbrs cannot be shipped into the US due to regulations :( I wish there was a way around it.

The WE will mostly take real steel parts. If you try to use any AEG parts you are going to find yourself doing some mods to make them fit.

Though there have been people that have taken real AR bodies and worked them to fit with the WE system.

I can't comment on the quality though.
To the best of my understanding, if you have the know how and the proper tools to put it together yourself, it is just as high quality as the normal WOC. Plus then if you were to buy something like the RA tech hammer set and N.P.A.S., you have the advantage to put them in without having to deal with all the grease and the like. Plus you can deburr all the pars by hand to keep any metal chips out of the system. If you do those, you will have much better life out your rifle.

What about the M16A3 from WE? Will this foot the bill? I supposed it would if modified to be a DMR... either way, I am looking at getting one for myself, as Evike has them in stock for $350

The WE M16A3 platform has possibilities. I'll need to get some chrono and accuracy tests done on the rifle, but so far it is pretty nice:
