I have done exactly what you are talking about man 
I did my first CQB sniper rifle with a UTG 324, and a ton of DIY mods. I only spent what the base rifle was sold for. With this rifle I was able to hold off EVERYONE. We were playing in an old school, that isn't used anymore. So there is no power or anything in the school, so it is like playing at night. The only light you have is from the partially covered windows.
So if you have a deadly accurate rifle, and are able to make it near silent then you have it made. With my set up I used a red dot with my buddies NVG. I couldn't miss and really ticked off everyone.
Another thing to remember when you trying to snipe in a CQB area is placement. You need to think about 10 steps ahead of everyone else, because if you set up in a bad spot...... you are going to come out of the game looking like you have chicken poxs.
Go with any good rifle you can find. I would get a clone, because you are going to chop everything up and change just about everything about the rifle. I would go a Bar10 or even one of the Echo1 ASR rifles.
Find a piston with a good air brake on it, or make one using Vidi's guide. Get a nice barrel, and a great hop up. The good thing with the fps being so low, is that you generally don't need a better trigger mech, so that saves a ton of money!
As far as a sight I would go with a basic red dot, or something similar. Or just get a nice set of open sights and run with that. You are going to need faster target spotting, and with an optic that can get hard.
