The short version is thus: I need to lighten up the burlap section of my ghillie. I was thinking of using a bleach solution delivered via a spray bottle. Is there another method that is more effective / less toxic?
Also: Using a lighter colored spray paint or dye has no effect, I tried that already.

After it has been lightened I'm going to use dye spray to change the coloration to a more effective pattern.

Bleach should lighten the colour, unless you used bleach resistant dye.
Not sure how concentrated it would need to be to work in a spray.
Washing the bleach back out could be a problem and if not done properly the new dye might not take plus your suit will smell like a freshly cleaned toilet.
It might be simpler to cut the darker bits out and add some lighter burlap in it's place.

Bleach should be fine. The chlorine will dissipate into the air over time. I would just remove a small section and spray it one with a diluted bleach solution and see how much the color fades. Then use that as a base as to how much of a solution you should mix and how much spraying you should do.
