When they say he particapated in all 3 MEF's are they talking about the FR that were assigned to SOCOM?

I'm not sure I understand your question.

If by "FR" you mean Force Recon units, they weren't attached to SOCOM until just recently so probably not. The Force Recon unit wasn't actually simply assigned to SOCOM. They created a new unit of Force Recon personnel they selected and the unit because known as Marine Detachment I, otherwise known as DetOne.

While Force Recon units are considered Tier I special forces as far as training goes, they are not typically grouped in with "special forces".

What they were saying with that line is that he's super cool and really good and what he does. Being included in "the action" with the three different MEF's shows the demand for his abilities there was. Especially for the fact that it was considered peace time during most of his service.
