Acetone or Methyl Ethyl Ketone (MEK), it will craze the plastic (It works by chemically melting the 2 parts of plastic together) if your not careful, so dont be over zealous with it.
Use some sand paper to rough up the surfaces you want to glue and apply. The strength of the bond in regard to what strain you put on it will depend on how big of a piece you are gluing, I mean the surface area that the glue is applied to. Ummm Im not sure about the gel glue that comes in a tube, but the liquid glue for plastic models with the brush applicator from Testors is what your looking for.
