I think you must differentiate a Milsim from a Skirmish Sniper. In skirmish I agree with you. A Spotter does little. But in Milsim, they are just as useful as your rifle.
Back in Portugal, they are many time mandatory, primarily for safety reasons. A Sniper event or an event with Snipers, are many times longer than 36 hours (24h minimum) and in very huge areas (bigger than 5 square km). You don't want to go on your own into that. If something happens (like a fall, sprain, snake bite, sudden illness, etc) you have no one that you can relay to help you out or call for emergency personal.
I find a Spotter very useful, for gaming matters too. Its an extra bagpack to carry some useful equipment (like good photo cameras and PC with internet, or some abseiling equipment), its a useful extra par of eyes for recon or just to get your 6, and it is an extremely useful 2nd opinion help, if you don´t know exactly how is the best way to complete a mission, or just in navigation issues.
