Short of making a stock for a Y&P Mk23.. do these exist?

Kokusai Crimebuster is dedicated semi-auto, though just about any classic with no recoil weight is non-blowback.

Without recoil weight are there still moving internals that make noise?

Some, but it is a million times better than an AEG.
