I find a lot of people like to promote the SSG10 as the be all and end all for a VSR platform. And a lot of people buy it assuming they can just take it out of the box and instantly hit 300 foot shots with ease. But it doesn't really work that way. The SSG10 is a solid out of the box gun, but like any other one, it does need work done to it to reach that elite performance(despite what their marketing team will tell you). Not to mention that they appear to be hit and miss(there is a lot of poor QC that gets out and many complain of various issues with SSG's, if you had a bad experience with the 96, there's a good chance you'll have the same with the 10) So as stated above, get a JG Bar-10, save the money you'd spend for a TM, and use that towards upgrades (like the Bolt-M as you noted). If you're going HPA, you've already committed to removing about 80% of the "upgrades" the SSG10 has.
