Definitely take it out, your accuracy will go WAY up.

As for foam, just get some foam like what's in a sound studio, cushion, or gun case, and cut it into disks with 8-10mm holes in the middle. You can make some foam with holes twice or three times as big, and alternate those in a way where there's lots of little chambers, this will be quieter in some situations.

I have a feeling that inner barrel just screws things up for the gun massively.

The tube is manufactured by welding/gluing two sections. The one closer to the pistol is 100mm long - so you could try seperating the two segments. Fill it with washers made of Scotchbrite and add a closed cell foam washer each 4 Scotchbrite washers. Inner diameter has to be at least 8mm, but 10mm is safer and works nearly as good as 8mm. With this setup the 100mm length is not recognizably louder than the full length but much easier to handle.
