That rail system you're refering to is an Echo 1 RIS kit. You can find one for about $80-$100 on numerous websites.

Krylon is what majority of painters use, I know Tex has a custom tan.. I can't think of the company name of it, but it's like Suade or something as far as colors go.

It's Krylon "Paint it Suede" it has a texture to it, and the color is Buckskin.

Hmm, haven't been getting emails even though the thread is bookmarked, but thanks Mosin and Oakey for answering the questions. But yeah. "Make is Suede" - Buckskin is the paint used, and is a great one.

Speaking of which, we still need that one I gave you Oakey.
