What is this Sig550 part?

I always wondered what the long monolithic flat thing on top of 550s was, and since I might attempt to build one in the future, does anyone know what it's called, what function it serves, and what it's made out of? If someone could tell me that would be great!

... it's actually a very common attachment for long range bench shooters that you can make/get for less than $5...
